One of the best online Mandarin dictionaries is maintained by Taiwan’s Ministry of Education, with over 170,000 entries. The dictionary can be accessed at this link: http://dict.revised.moe.edu.tw/

Phonetics can be entered using Zhuyin Fuhao (Bopomofo), and entries can be searched by radical, but there is no support for Pinyin.

If you need to use Pinyin, my list of Mandarin English dictionaries is a good place to start. Readers have also suggested some of their favorite choices.
